What happens when test and balance is skipped at closeout
First, the system runs out of spec from day one. Then complaints arrive within the first month of occupancy. Therefore, operations staff start overriding the BAS to keep peace, which compounds the original problem and shortens equipment life.

Specifically, retrofit-cost test and balance on an occupied building typically runs 1.5 to 2.5x the closeout-cost number, because the work has to be scheduled night and weekend and because deficiencies that would have been simple punch items at closeout now require full mechanical repair.

The International Energy Conservation Code (IECC) requires commercial HVAC verification on most new construction. ASHRAE 90.1 governs energy compliance and is referenced by most state energy codes. ASHRAE Standard 111 establishes the procedural rigor for HVAC system measurement. Each AHJ enforces its own combination of these — Georgia generally follows IECC with state amendments. Lenders, insurers, and certifying bodies (LEED, ENERGY STAR, Fitwel, WELL) layer additional documentation requirements. The result: a stamped commissioning and HVAC measurement package is now standard practice on commercial closeouts, even where the original spec didn’t demand it.
